Project Description

The State of Alaska Department of Transportation and Public Facilities (DOT&PF) proposes to reconstruct the Seward Highway and Tudor Road interchange to replace the existing bridge, improve non-motorized facilities, ease congestion, improve safety and east/west connectivity for all users.

The proposed project is anticipated to include the following:

  • Raising and widening the bridge
  • Reconstructing ramps and intersections/frontage roads
  • Improving pathways, pavement, and subgrade

Other related improvements may include, as required:

  • Constructing new Americans with Disabilities Act-compliant pedestrian facilities
  • Improving drainage
  • Installing landscaping retaining wall(s), and noise barriers
  • Addressing maintenance and utility concerns
  • Acquiring right-of-way

Project History

The Tudor Road and Seward Highway Interchange is central to the traffic network in Anchorage. With approximately 50,000 vehicles per day traveling north and south on the Seward Highway and 36,500 vehicles traveling east and west on Tudor Road, this interchange is one of Anchorage’s busiest. Both roadways provide key access and mobility for the entire Anchorage Bowl. As one of the first built in Anchorage in the 1970s, this diamond interchange has had numerous upgrades, repairs, and revised traffic patterns over the years to maximize operations with the existing configuration. The 16-foot vertical clearance of the bridge does not meet current minimum height requirements, and bridge strikes have required significant repairs. The Tudor Road overpass is currently a six-lane configuration with parallel left-turn lanes, narrow sidewalks, and wide intersections that are challenging for pedestrians and bicyclists to navigate. During peak morning and afternoon commuter periods, the ramp intersections operate at failing level of service (LOS) and the Municipality of Anchorage (MOA) uses the adjacent signals at Old Seward Highway and Lake Otis Parkway to queue and meter traffic through this congested interchange.

The Tudor Road Interchange project aims at easing congestion and improving east/west connectivity across the Seward Highway.
