Seward Hwy & Tudor Road Interchange

Project Description

The State of Alaska Department of Transportation and Public Facilities (DOT&PF) is planning to improve the Seward Highway and Tudor Road interchange in midtown Anchorage. This interchange is the interface between Anchorage’s busiest north/south and east/west arterials, providing essential access and mobility for the entire Anchorage Bowl. Planned improvements include:  

  • Replacing the Tudor Road bridge
    • Bring into compliance with current bridge design standards, including increased clearance over the Seward Highway
    • Widen bridge to add more space for widened and improved non-motorized facilities and additional turn lanes, if needed
  • Reconstruct interchange ramps and intersections to improve safety and mobility for all users

Project History

The Tudor Road and Seward Highway Interchange is central to the traffic network in Anchorage. With approximately 50,000 vehicles per day traveling north and south on the Seward Highway and 36,500 vehicles traveling east and west on Tudor Road, this interchange is one of Anchorage’s busiest. Both roadways provide key access and mobility for the entire Anchorage Bowl. As one of the first built in Anchorage in the 1970s, this diamond interchange exceeded the design volumes and has had numerous upgrades, repairs, and revised traffic patterns over the years to maximize operations with the existing configuration. The 16-foot vertical clearance of the bridge does not meet current minimum height requirements, and bridge strikes have required significant repairs. The Tudor Road overpass is currently a six-lane configuration with parallel left-turn lanes, narrow sidewalks, and wide intersections that are challenging for pedestrians and bicyclists to navigate. During peak morning and afternoon commuter periods, the ramp intersections operate at failing level of service (LOS) and the Municipality of Anchorage (MOA) uses the adjacent signals at Old Seward Highway and Lake Otis Parkway to queue and meter traffic through this congested interchange.

The Tudor Road Interchange project aims at easing congestion and improving east/west connectivity across the Seward Highway.
